We have an excellent career opportunity for the role of Commissioning Services Manager to join our amazing team here at Milewood.
Location: Working from home with some travel required
Pay: £40,000+ competitive bonus
Working shift patterns Your working hours will be 40 hours over 5 days a week, normally between Monday to Friday to meet the needs of the services. The ideal candidate must be willing to travel across sites across the region.
The role:
The Commissioning Services Manager will report to the Director of Business Development and working in collaboration with support functions and operators to oversee the commissioning and mobilisation of Milewood’s new care and support services, including residential and supported living locations, and project lead the integration of new acquisitions into the portfolio.
The Commissioning Services Manager role is a crucial role and involves ensuring a seamless mobilisation of new services, from referral to implementation, while maintaining strong relationships with commissioning group, all internal support functions, and the operations team whilst delivering a positive outcome for the people we support and their families during the transition into their new home.
This role is pivotal to our success as part of the Senior Management Team (SMT) in ensuring our growth both organically and through acquisition.
Key Tasks and Responsibilities
Strategic Planning and Oversight:
· Collaborate with the Senior Management Team (SMT) to project manage the commissioning of new services and integration of acquisitions.
· Build and maintain relationships with commissioning groups, working with a number of internal and external stakeholders to address potential challenges proactively.
· Coordinate weekly project meetings to discuss new and existing people we support, updating the pipeline of opportunities.
· Ensure all contacts and actions are documented in the project plan and referrals tracker, providing live updates to the SMT and Director of Business Development.
People We Support Referrals and Assessment Process:
· In collaboration with the Director of Business Development, oversee referrals for development projects, discussing these with the relevant Regional Manager and during the weekly Housemate Opportunities Call.
· Complete pre-assessments for development projects in collaboration with the relevant Regional Manager (or where applicable Registered Manager) with support, where required, from the Group PBS Lead and in partnership with the Regional Manager determine eligibility and viability of a placement. Final decision of placement to be determined by the Regional Manager.
· Work with the Business Development Director and Finance Team to agree on costings aligned with the LA and ICB contracts and operational requirements based on the needs of the person we may support.
· Communicate acceptance or declination outcomes to commissioning bodies while maintaining relationships for future opportunities.
Commissioning and Mobilisation of New Services:
· Draft, regularly update and own a project implementation plan for the mobilisation of new services and in partnership with member of the SMT hold weekly (or as needed) project calls until the successful launch and review of the new service.
· Draft the required regulatory notification for the Care Quality Commission to register a new service in collaboration with the Quality team.
· Ensure all internal documents and systems (eg: Nourish, Safety Culture, Pleo) are in place, in collaboration with SMT colleagues and support functions, to ensure regulatory compliance as a new service registering with CQC.
· Direct recruitment efforts in collaboration with the People Team to meet specific needs of the person we support moving into a new development and where required assistant with the recruitment of individual team members.
· Oversee the creation of support plans, risk assessments and all associated documentation for the people we support ensuring alignment with pre-assessment findings and with input from the people we support, their family, and or social work team.
· In collaboration with the Group Learning and Development Manager draft a training needs analysis for the new service ensuring readiness for care delivery deadlines.
· In the absence of a Registered Manager lead the ‘start-up’ of new services, and provide day to day Registered Manager leadership and oversight until the successful recruitment of a permanent Registered Manager.
· In new service where a Registered Manager has been recruited lead the “start-up’ of the new service, provide oversight and support the Regional Manager with the successful mobilisation of the service, monitoring this to ensure a smooth transition from ‘project’ to ‘operations’.
· Handover full oversight to the Regional Manager and Registered Manager and complete a end of project lessons learnt review.
Other
· The role may be required to cover as a Registered Manager from time to time as part of the initial mobilisation or acquisition of new service and apply to become the Registered Manager with the Care Quality Commission.
· Any other duties as deemed appropriate by the organisation.

Criteria and Qualifications
Essential
Experience/Requirements: -
Experienced in commissioning new services within the adult social care sector
Experience of stakeholder engagement
Experience with working with complex needs (LD, MH and behaviours that challenge) experience of CQC guidelines and registration requirements
Ability to manage own time and multiple projects as required
Ability to predict and resolve problems with a can do approach Experience of managing builders and planning authorities as required
Experience managing recruitment processes and campaigns
Qualifications: -
NVQ level 4 in Care (or equivalent)
Project management qualification (Prince2 or equivalent)
PBS Level 3 Qualification
Level 7 in Health and Social Care
Personal circumstances: -
Able to drive and travel across the portfolio as required
Ability to have overnight stays where required
Able to work outside of usual business hours to meet the needs of the
business
